Yes, I sent items out with the weight wrong - you ask me to UPS something, want to add 10 things to the package, and we DON'T have the software, just a crap internet connection, I'm going to let UPS adjust the charges after-the-fact. They do it all the time.
No, they're not mis-charging us because there are adjustments listed - that's the difference between 10 and 12 pounds of our stuff going out. CHILL.
