*need*-based supply ordering is not the same as *desperately need*-based supply ordering.

I wish they'd told me this before today. Or at least approved supply orders beforehand or something. *muttergrumble* Now I get to call our rep and say, "Uhm, hey, we didn't open these, can you take it back?"
